Hello,
I was wondering if all cisco switches were able to handle ssl ? if licenses are required to do so?

It depends - what do you mean by "handle SSL"?
Can they terminate SSL VPNs - no
Can they secure a management session to the built-in GUI (or using an external management application like Cisco Network Assistant) via SSL - yes, for most modern Cisco switches if configured correctly and if they have the "k9" image type that supports the strong cryptographic algorithms required by most modern browsers.
