VPN 3005 public IP change causes problem

VPN3005 Concentrator. I have a new T1 reserved exclusively for VPN traffic. But when I change the public IP Address, the hardware clients (831) will not connect, even after I change their configs to match. The software client has no problem and connects right up. Any ideas?
