I am working on setting up a VPN with a client behind a cable modem. I am using an ASA5506-X and they have an ASA5505. After using the wizard to setup the connection I am unable to see the tunnel.

I note several things which may be causing the issue
- this is the access list for crypto in the show config
access-list outside_cryptomap extended permit ip interface inside interface outside
and this is the access list in the commands that you entered
[OK] access-list outside_cryptomap line 1 extended permit ip 192.168.0.0 255.255.255.0 172.30.0.0 255.255.255.0
you do need to replace the version in the config. However the version you are trying to complete has a problem that your source address of 192.168.0.0 does not match with the address configured on your inside interface 192.168.1.0.
- you might want to try your nat statement which gets the error without the route-lookup parameter.
- your ASA is using DHCP to get its IP address. Are you sure that the remote peer is using a dynamic crypto map entry?
- can you verify IP connectivity from your ASA to the address of the remote peer 96.80.240.46
- can you verify that the peer has IP connectivity to the address of your ASA?

The most simple way to verify connectivity is to ping the other address (perhaps specifying the source address as the local peer address if needed).

I can ping the 96.80 address from my IP, but my IP is not "pingable" from the 96.80 address. I believe this is the result of my ISP blocking that traffic as it is a residential IP address.
I am able to do a packet track successfully from my inside_1 interface to an IP address on the peer network. So this may be an issue at the ISP level.

I believe the changes you suggested were made.
I checked and the remote site has a dynamic crypto map for 10,0,0,99, but I am not sure it is associated with the VPN.
Interestingly when I changed the NAT rule as you suggested I got the same error, but when I changed the interface from inside to inside_1 The rule went through.

I notice a couple of things that should be fixed in your config. You have this for the ACL used to identify traffic for encryption
access-list outside_cryptomap extended permit ip interface inside interface outside
it would be better to use an ACL like this
access-list outside_cryptomap line 1 extended permit ip 192.168.1.0 255.255.255.0 172.30.0.0 255.255.255.0
Also I see nat translations for all traffic going outside and do not see anything that exempts the vpn traffic from translation.
It is good that you can successfully ping from your ASA to the peer. It should work from the outside interface and not necessarily from the inside interface. So that should be ok. It is somewhat concerning that the peer is not able to ping to the address of your ASA. What is the IP that your ASA has on its outside interface?
