I recommend 9.6(4). The 9.6 code base has a good widespread adoption and 9.6(4) includes fixes for most of the caveats (bugs) resolved in the 9.6(3) interim releases and get more complete regression testing than the interim releases.
The only reason to go with a 9.7 or higher release would be if there are specific features only available in one of those.
