Why Anyconnect join takes ongoing slow 1 minute after failover event?

Given: An ASA5525 HA pair hosts an Anyconnect VPN. Anyconnect join time is normally two seconds.

A failover event occurs unrelated to Anyconnect or its ports. All users maintain connectivity, but now freshly joining users join time is approximately one minute.

When failover root cause is determined irrelevant, and then manual failover is executed to place HA setup in native configuration, Anyconnect one-minute join time symptom is eliminated. All is back to normal.

we need to look at the config, how is the setup? also what causing this LAG? Authentication? DHCP ? and so on?
