With IE set to use the proxy server and check "Bypass proxy for local addresses", user cannot get to the guest wireless page prompting for user / password...
Guest wireless DHCP will give an IP but not allow access till credentials are entered. Is this page delivered in HTML or some other method?
The "Bypass proxy for local addresses" does not seem to work in this scenerio

Hi,
This seems to be an issue with Internet Explorer. Check http://support.microsoft.com/kb/262981 which has information of this IE issue.
If you want to configure WSA to bypass authentication for the Wireless clients, you can configure an Identity on the WSA, for the DHCP IP range for Wireless and then bypass authentication for the clients.
For assistance on pre-production issues, you can open a case at http://www.cisco.com/web/partners/tools/pdihd.html
