Any way for admins to set "schedule on behalf of" permissions?

Webex Meetings users can nominate other users to have rights "schedule on behalf", which is useful for executives/VIPs etc, but is there any way for Webex admins to allocate these same permissions to users? We have various VIPs who may not want to log onto the user portal at all and would prefer IT staff to just sort it out for them.

You can set it via xml api. You can message me on webex teams if you need a code example
