Can WebEx admins set 'Share meeting content' to "On" for all users?

Is there any way for WebEx admins to set the 'Preferences, Scheduling, Share meeting content," option to On (checked) for ALL users in an organization? Right now, the default is Off (unchecked). I have highlighted the feature I am asking about below:

I have checked the options on administration, currently there is no option for admin to turn on it for all users .
