You have a few options when creating the meeting and in advanced options. But as Nithin says its basically a cohost.
To start the meeting in your absence, require a cohost. you can add a cohost from your webex site while scheduling a meeting. An outisde person can be made a cohost from the participants list after you start the meeting.
