Is Cisco Webex planning to develop a client for Samsung Smart TV ?

It is not in Cisco's roadmap.

Cisco already has solution in the form of Webex Room Kit devices that can be used with third party TV monitors to enable more accessible meetings and more intelligent collaboration. Please see below URL:
