WEBEX Room Kit not pairing with Touch Panel

As title says, i have a Room kit that refuses to pair.  My company recently bought 2 WEBEX Room Kits.  One was shipped with CE9.14.x.x and after configuring the device and the touch panel not connecting i've read on here that i needed to add the NTP server 1st.  Once i did that, everything worked.  Now the 2nd device was shipped with CE9.15.0.7 and no matter what i do, i cant get the the touch panel to connect.  NTP, DNS, Static IP, nothing seems to work.  Both devices are running CE 9.15.0.11 now but still only the 1st Room Kit is working properly.  Anyone have any tips to get the touch panel to pair? Also, i'm pairing the touch panel directly.  Not enough switch ports in this office to try and add the touch panel to the network and pair that way.

Try to factory reset Touch Panel, by Press and hold the mute button for 10 seconds and then press volume down twice.
