Call Queues - Agents cannot decline calls from Queue

My agents cannot decline calls using the web toast notification in the lower left of the screen. If they click decline, it reappears and the call keeps ringing them. Is this the default behavior? Is there a way to let them decline a call so it goes to the next available agent?

As a addendum, this seems to happen when only one agent is available to take a call. Basically, the solo agent cannot send it to overflow with the decline button.
