Well, we realized the register packets were in SIP-UDP form, not SIP-TLS form. Somehow this modern SIP intercom does not support TLS in any form. I verified with the company. I have no idea how that is even possible in 2023, but it is what it is.
We use Meraki switches, so I was able to sort on the phone vlan and download the list of phone IPs. The CSV referenced is a just a list of those phone ips.
I was informed by TAC this is by design. Does anyone get the feeling that whoever is designing Webex Calling doesn't actually support a real Webex Calling environment? I obviously put in a feature request.
As a addendum, this seems to happen when only one agent is available to take a call. Basically, the solo agent cannot send it to overflow with the decline button.
