Is 5060 unencrypted supported by webex?

I need to integrate a 3rd party SIP device for an especific IVR Solution. I will need to use port 5060 unecrypted. 

Is this supported by Webex?

No, in order to use Webex Calling, SIP over TLS is required, along with SRTP. The recommendation would be to place a Cisco CUBE (or other supported SBC) as a Local Gateway which can connect to the 3rd-party device on one side and Webex Calling on the other.
