unable to dial by extension from webex to cucm

hi guys,

just wondering if you can shed some light pls.  because we are trying to migrate from cucm to webex site by site. we need to have all site users  /numbers in inactive state in control hub except the site of users who are migrating.  we noticed that when dialing from webex (migrated user) to an extension (4 digit) of a user who is not yet migrated, in that case it should go to local GW->CUCM->phone registered to cucm.   It doesn't go there.  rather it keeps on going to the local webex user's voicemail who is in inactive state.  The users in CH are configured with DID and extension (usually last 4 digits is their DID).  

If i remove the extension , leave the user with just DID in CH and try calling by 4 digits, then it goes to LW->CUCM-phone without issues.  it appears , when we have the ext in place, its choosing to stay local to webex as if the extension is active.

Anyone ran into this issue ? if so is there a way to get it working?  other than removing the ext and then creating translation pattern that takes the 4 digits and translate to full DID when dialed..
