If we have a SIP line at Site A and the VG is located at another site, but there is a WAN connection between the two sites,

Can we connect the SIP line to any L3 switch at Site A and have the VG handle the calls remotely?

No that is not possible. The SIP circuit needs to be at the same physical location as the voice gateway that acts as an SBC.
