Webex meeting in a DR situation

In a scenario where my network is down for some reason(i.e, natural disaster)  Can my Webex Call in numbers or can I still set up a Webex call or meeting even if my network is down, so that my employees can call in?

For Webex Calling, there is the business continuity feature where incoming calls are getting forwarded to a configurable PSTN number in case no app or device is connected to the Webex cloud.

But your question seems not to be related to Webex Calling, is it?
