Webex Phone Services Won't Connect

We are running Webex client  43.4.0.25959 on two different computers at two different company sites.  At site one, it works perfectly fine and can establish phone service.  At the second location the user can login to webex and make/receive internal calls but the phone service won't connect.   It is the same user account at both locations.    I'm being told our network isn't blocking anything and Cisco hasn't identified the issue,.

By internal calls, do you refer to Calls on Webex or Webex Calling? Ie. are just PSTN calls not working or all Calling related calls?

Do you also use different Calling locations? If yes, are they set up correctly, including PSTN access, main number, and voicemail number? How is PSTN access handled? LGW, CCP, etc?
