For Webex Meetings and other SIP-capable platforms you can certainly register to CUCM/Expressway and leverage the classic B2B calling architecture. Now that TMS is going end of life you should still also tie the endpoint to Webex Control Hub for Hybrid Calendar & One Button to Push join capabilities. This is referred to as Webex Edge for Devices (aka cloud-aware). Cloud aware also enables all of the WebRTC join options (Google is not available without it; MSFT Teams Meetings is though). Check with your Cisco partner if Cloud Device Registration is included in your annuity subscription; most EAs have it. If you’re already familiar with Control Hub it’s also visible under Account > Subscriptions.
Alternatively, and the easy button so to speak, is a full cloud registration without any dependency on CUCM/Expressway. This makes sense if you don’t have B2B implemented. It also makes sense if you plan to migrate from CUCM to Webex Calling at some point. Telephony is not required though; a video endpoint can register to Control Hub solely for video conferencing.
Lastly, the default behavior is to detect a voice VLAN and DHCP Option 150 for CUCM, same as an IP Phone. If the endpoint is asking for the provisioning method and activation code (the second step after you chose Webex), then it didn’t get that info. You can back up a step in the wizard and select other > CUCM.
