Cisco Touch Panel 10 not upgrading or connecting

Our Cisco Codec Pro was taken out by a power outage. We received a new one from Cisco under warranty. I have been trying for months to get the replacement working with our setup. The problem we are having is the Touch Panel 10 is not connecting to the Codec Pro on boot up. The touch 10 receives POE and comes on but it consistently states, "establishing connection" and "Looking for room device". Never connects, or finds the codec pro. From what I've gathered in my research, the touch panel is supposed to be detected by the codec pro when the codec pro is powered on, once its detected, its supposed to perform a software/firmware check and if the touch panel is outdated, it pulls the new software/firmware from the codec pro and performs the update. This never happens though. The RoomOS on the Codec Pro is 11.24.2.4 c2bc63070f1 and the touch panel is ce 9.15.10.8 2be98ff5c6e 2022-01-28. I have tried numerous factory resets on the codec pro and factory resets on the touch panel. Panel is connected to the correct POE port for the touch panel. I've tested the ethernet cables and even tried new ethernet cables going from the panel to the codec. I am currently working with TAC on this issue but am getting nowhere. They said I need to downgrade the software on the codec pro due to it being too new for the touch panel. They have been trying to send me the file, but the link they send goes to an internal cisco site that I don't have access too. I can't download any files either as they are all deferred. 

Everything worked find before we lost the previous codec from power outage. I have received the new codec and a new touch panel, but the software versions are far apart from each other. 

Serial number for the touch panel is FOC2419N7X5 (Cisco TelePresence Touch)

Serial number for Codec Pro is FDO2916J128

I was able to fix this by downloading the "step-upgrade" file.

Once I ran this file on the Codec, I was able to upgrade the latest RoomOS software

Bump! Any suggestions on how to upgrade this Touch 10?
