Hello good morning. I have a Cisco Room Kit Pro, and in the company some users wish they could have the option to join meetings through 1) the room as regular or 2) headsets located in the room - is this possible?

Yes but you’re going to need 3rd-party components for the headsets/transmitter and a custom macro (or external DSP) to control which audio output to use. I suggest engaging a qualified audio visual partner.

This may be called “personal listening”, not to be confused with “assistive listening” equipment for the hearing impaired.

Macro and UI extensions would be the "swap" button you're imagining on the Cisco Touch 10 / Room Navigator panel.
