we have couple for Room Navigator wall mount version . We created one account for room navigator in codec. after login now showing Touch panel out of service Room Calendar is not configured.
How can we set up the calendar now.

This is configured in Webex Control Hub, not locally on the endpoint. See the Deployment guide for Hybrid Calendar

But the guide seems old one. there is no tenant option there instead there setup button to authorize.
Also they have certain rooms only cisco room navigator. no codecs or video conference inside that room. they just want to book the room.
in this case how to register the cisco room navigator? which setup to use?

That's the correct guide, imperfections and all. There are also several help articles on the topic including an integration reference, known issues - pay attention to the first bullet point under General Scheduling Issues (All Keywords), and release notes (you can subscribe to updates by email).
The Room Navigator as a standalone device covers setting one up without a supporting video endpoint. Set up Room Navigator as a room booking device covers common config options for either scenario.

i now understand that even Room Navigator as a standalone device can also register directly with webex with activation code creating workspace.
Even in this case do we still need calender setup?
do we need to setup calender under hybrid section even for standalone navigator?
customer not willing to integrate with 365 because of security reason because webex dont have their local presence in the country. is there any way to directly linking from device to calender services without configuring in cloud.
