I was able to successfully install 10.3.2 from the old 9.5.1 via the CLI. I first striped away the signature (.SGN) using a HEX EDITOR and then extracting the files from the Cisco .TAR file by renaming the file to .TAR and using 7ZIP to extract all files within the .COP file. Identify the main PKG file for the 10.3.2 upgrade (see below). Then from a SSH session used the following CLI command on the Webex Room command prompt.
xCommand SystemUnit SoftwareUpgrade URL: http://192.168.1.1/s53200ce10_3_2_0.pkg
We have IIS running on a laptop (192.168.1.1) and we had to make MIME modification for .pkg file to automatically download when we were attempting upgrading against the original .SGN file. NOTE: I tried another version 9.15.3 but was unsuccessful.

@Juan Parodi What error are you receiving when you are trying to upgrade from the Web UI?

File size error. apparently it is too big, yet when I use an older file which is under 900MB, I get cop signature cannot be verified.
