I understand that the call control api is only available with webex calling. Does anyone have experience with how to automate calls with webex broadworsk? What can be done to automate calls and services (call hold/resume, conferencing etc)?

Yes, as you've mentioned, we currently don't have support for any Call control API list for Broadworks or, it can't even be implemented in other way at this point of time.
We've already public Feature request raised for the same - https://ciscocollabcustomer.ideas.aha.io/ideas/WXCUST-I-11757
You can follow this AHA Request and share your thoughts/business requirement via comment and also upvote the same.
Currently there is no roadmap set for the same, but you can keep getting the updates over this AHA Request for future references.
