I am trying to use Web ex in my .net api (using angular UI).

Please suggest me the ideas.

There is a .NET wrapper of the REST API available: https://github.com/darrenparkinson/SparkDotNet

The webhooks endpoint is covered as well by the implementation, so you can create them. Where/how you receive them is up to you
