This error usually refers to a missing Webex Calling license in your organisation / for the user you are using. You should wither reach out to our Sales team or your Account Manager to help you get a license. For testing purposes only, you can also request an Admin Sandbox here https://developer.webex.com/docs/developer-sandbox-guide which will grant your demo org a Calling license.
