Workaround for syncing contacts between Control Hub orgs

Hello community folks, I am curious if anyone here has either encountered this, or found a way to implement this-

A client has asked for guidance on a way to for lack of a better term "sync contacts" or "federate" user lists between two Control Hub orgs- such that users in each org would see users in the other org as "internal" contacts, so that they can use predictive search to create spaces without needing to know each other person's email address. 

They are planning to close down external collaboration to a select few whitelisted domains, and have deployed to two Control Hub orgs for a variety of architectural/IT considerations (multiple sites/locations, mergers/acquisitions). I'm not seeing an obvious idea using the API beyond creating some sort of script that would add users into a space shared with all users from both orgs, then removes them, so that CI considers them as someone who they had collaborated with previously, and thus available to more easily search for in the Webex App. Any ideas?

@johnsayer all that comes to mind is the Control Hub feature to control messaging with external communication https://help.webex.com/en-us/article/agrt8/Control-messaging-with-external-users-in-your-Webex-App-spaces, but that wouldn't populate the users' predictive search cache either. I do not know of any API endpoint that could help doing that. You might check with TAC https://www.cisco.com/c/en/us/support/web/tsd-cisco-worldwide-contacts.html , not sure if they have any sort of "quasi-migration" that could achieve this.
