AFAIK you cant do that. To restrict running applications like screensrecording you need to control the Machine which I dont think it could be possible for normal meetings.
And participants will not accept this policy. We have seen this for Proctored exams, but not for meetings. You can post this as an idea on https://ciscocollabcustomer.ideas.aha.io
