Have you checked that you have all the required access to the Webex Services from the network you are on?   See Network Requirements for Webex Services

I do believe so, our organisation does not have a firewall, and the proxy does not block the webex servers/website on my end. I think it is also worth mentioning: 1. When I log in I can view the page to create a space for a split second. 2. I can create a team, and with the team it creates a "General" space. But I cannot create/add anymore spaces to the team
