Remote Control Access not working for some users

For our organization, we can share our screens, but some users are able to give/receive remote control access and others aren't. 

 

For example, when I am screensharing with coworker A, I can give them access, but 5 minutes later when I screenshare with coworker B, I cannot give them access and they cannot request it. We are all using the Webex app for desktop - Windows.

 

Is this a setting or something we can troubleshoot?

You are always the host? You can set privileges during scheduling a meeting or in the meeting itself (Participant > Assign Privileges

Could it be that in the problematic case you are not sharing the entire screen?

Here is mentioned that "You must share your entire screen rather than a specific application." is a prerequisite.

It is not in a meeting it is in a personal screen sharing from the direct messaging window. 

 

It is also not the fact of sharing only one application, I have done it the exact same way with multiple different users and am getting different results.
