I don't know what Zoom does, but let me tell you what I do and see if that answers your question, and give you an alternative if that doesn't work.
RedNectar's Method of using iPad in Webex meetings
I do a lot of powerpoint presentations and whiteboarding on my iPad while conducting meetings (training sessions usually) using Webex (Meetings) on my PC.
What I do is set up one screen on my computer that is shared with the students throughout the whole presentation. I then use a reasonably priced App (called Reflector) to "reflect" my iPad screen to the shared computer screen - and it works brilliantly. I can go from sharing iPad content to Computer content to even another camera content simply by flicking from one Space to another.
Using Webex in this way makes life easier for students too, because of the annoying way Webex re-arranges your (and your students' screens) Participants list and other windows every time you pop in and out of screen-sharing.
Alternative approach
Another possible solution is to set your iPad up an an additional screen for your PC, and share that screen with your audience. This can be done easily on macOS using Sidecar/Airplay, which means you don't need any external software.
To do the same on a PC you'll need some external software - I played with Splashtop once, but didn't fid it nearly as effective as my Reflector method above.
