Here are my list of pointers for sharing video in PowerPoint over Webex beyond sharing with "Optimize for video and content". I hope some of this may be helpful to you.
1. Ensure your PC CPU is not working too hard. Anything over 70% does not do well for Webex in my experience. When we are sharing important content, we typically ensure we have a PC that has all other applications closed. If you can disable any sort of virus scanning, do so.
2. If you are sharing from your home office, understand clearly the UPLOAD limitations of your ISP connection and others who may also be sharing that connection. In some cases, if you have 100 MB down, you may only have 5 MB up and if you have others on your network using any sort of video collaboration apps at the same time, you can cause issues for yourself.
3. The PC doing the sharing should be connected via Ethernet whenever possible to avoid wifi related issues

5. Webex supports 720p and 30fps. To avoid Webex from having to downscale a 1080p file, you can try encoding your media at 720p.
