Webex meeting reservation is not available.

Webex's license renewal period is still left, but the meeting reservation is not available.

When you click Schedule Meeting, a pop-up appears saying, 'Your account does not contain host rights for this service.'

In Site Administration, permission settings are set as full administrators.

As the corporate name has recently been changed, the domain has also been changed, and the e-mail has been changed, and I think it may have been affected.

Got o admin.webex.com>> select the user and You can edit the License. Making a user admins doesn't means that you can host  meetings.
