OK, I'm using WebEx Training for my non-profit groups to meet.
Breakout rooms are core to our regular meetings, HOWEVER, once we go into breakout rooms, all of our cameras turn off (well, most of them turn off, but regardless we can't see each other in the breakout session). If my breakout room host wants to share a whiteboard or show a PPT, then it works great, but if they want to just have a 'face-to-face' with a smaller group, then I can't figure out how to enable this.
Is there a way to enable this, or could it be added?

It is certainly a highly requested feature and is top of mind for our product team so I know they are actively working on it. We do not have any definitive dates yet, but keep an eye on https://help.webex.com/en-us/xcwws1/What-s-New-for-the-Latest-Versions-of-Webex-Meetings for feature announcement updates. I imagine we'll see it before the end of 2020 for sure!

Thank you for the helpful information. To your knowledge, is video functionality in Training Center breakout rooms anywhere on the road map? We conduct training in Training Center, not Meetings, so am hoping this same functionality will be extended into Training Center.

It is not on the roadmap to add video to breakout sessions in Webex Training. The feature instead will be added to Meetings, along with other Training features.
