I added an account to ask another colleague to set up a hands-on PC for a webex training session. My colleague's account was unable to access the Hands-on Labs Administration page. What roles or permissions should be granted to allow access to the Hands-on Labs administration page?

You will need to give them permissions in the Meetings>Advanced Settings to access the administration page:
Hands-On Lab Admin (effective only when Hands-On Lab is enabled)
If you have more than 1 site, you will need to select the correct meeting site in order to have "Advanced Settings" available as an option at the bottom of their account.
