802.11k & 802.11r

Any chance we might see 802.11k and 802.11r standards implemented with any future 802.11ac Wave 2 WAP's for small business?

Does either require a central controller, or can this be accomplished through WAP's talking to each other in a cluster type environment?

802.11k & 802.11r is ready to go, however, if this feature is enabled and the SSID attempts to talk to clients which DO NOT support these features, there will be trouble. 

It seems you didn't responded the second question.

I assume 802.11[kr] will be possible in WLC environment only. Correct ?

Currently, yes.  No plans, from what I've heard, to push this feature to autonomous.  I mean the CleanAir won't work in autonomous, much more for 802.11k &/or 802.11r.
