AC140 not being detected or powered by CBS 250

I am wondering why an AC140 which I know to be good is not powering up on a known good POE port of a CBS250 24 PP switch.  Any ideas? 

 

I have plugged and unplugged the AC 140 multiple times.  I have tested the cat5 cable and it passes.

 - Is there anything in the logs when the AP is connected ? What is the port-configuration ?
