Cisco WAP581 roaming issue

I replaced my WAP371 wireless APs with 2 WAP581 APs.   If I make a Wi-Fi call and roam between WAP581 I seem to get a 1 second drop.  My test is I call my wife using iPhone7 and 7Plus.  She is on 1 WAP581 and I am on the other WAP581.  If I walk over to the WAP581 she is on I get a 1 second drop when I roam over to her AP.  Is this normal?

 

I wonder if this could be my setup.  I am not using fast roaming as it seems to be geared toward a Radius server which I don't use.  Are there any changes I can make to fix this?  I will be happy to discuss my setup. The WAP581 APs are running in single point setup.

I seemed to have fixed my Wi-Fi roaming problem.  I changed 2 things.  I turned off band steering and I checked WMF.  I also only run 5GHz 802.11n/ac and 2.4GHz 802.11n only.
