WAP561 not getting IP from DHCP server

Hello,

Based on recommendations I received from an earlier posting I purchased a WAP561 for an end user client.  The WAP561 is connected to an ESW520 switch that is 802.3af compliant for POE.  The WAP561 unit appears to power up, but it is not getting an address from the DHCP server .  The power light continues to blink green which indicates that it is attempting to get an address.  We have already done a reset of the device even though it was new out of the box.  I cannot find the device on the network anywhere and it needs to be connect to the ESW520 switch for power as we did not purchase a power injector.  The network is configured for a 192.168.0.X address scheme but I  configured a standalone laptop with an address of 192.168.1.22 and put it straight on the switch hoping to get to the WAP561 default address of 192.168.1.245.  This did not work either and the power light continues to just blink green.

Any suggestions?
