7921 No signal bars

Hello I have few 7921 and 4 of them show signal bars and 2 don't. It just have the green antenna and no bars next to it. How can it be fixed or what could be wrong?

If green antenna then it must be attempting to associate to a far-away AP.  What happens if the phone is rebooted? 

Is the WLAN configuration of all the phones the same?

Yes they all setup the same and im not to far from the ap that the ssid is setup in the profile. Weird thing is that when I go to the site survey on this phone nothing changes when on other phones they show a red x over the antenna.
