9800-L WLC Mobility setup issues

I am currently setting up  9800 WLC; everything has been going fine, but until I got to the mobility part, and now I have an issue.

 

1. 1st issue, the Mobility MAC address is all zeros, it should be the MAC of the Mgmt IP (picture added)

2. 2nd issue, in the peering configuration the WLC I am currently configuring should be listed but its not( picture added)

3. When I try to add a peer, try to choose the Mobility group all it says is (No data found)

 

This issue is on both WLCs

I have installed a few of these and have never had this issue. Am I missing something?

@skelley5000 The cause of the problem is usually a network blockage, is there a firewall on the network that might be blocking communication?
Creating the mobility group is extremely simple.

  - @skelley5000        I advice to switchover to the CLI for the mobility setup :
                                             https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-16/config-guide/b_wl_17_16_cg/m_vewlc_mobility.html#configure-mob-cli
                                 It's a clearer path with a better overview of  the steps taken.

                                For an intended configuration validate the 9800 controller(s) configuration with the CLI command
                                show tech wireless and feed the output from that into Wireless Config Analyzer

                                Useful troubleshooting commands :
                                               show wireless mobility summary
                                        show wireless stats mobility
                                              show wireless stats mobility messages 
                                              show platform hardware chassis active qfp feature wireless punt  statistics

 yes I can set the Mobility MAC address, but when I go to the peer configuration, the WLC I am currently in, is not showing up.. This WLC should be listed, along with its IP and SCC Hash, this should be there by default.. 

I can't set up mobility between the WLCs without this.
