Accept client according to their RSSI power in standalone access point

I want to only allow users that are near access point with high RSSI power and force other users with low RSSI power to connect to other nearest AP to them 

I am using standalone AP 1130g

There is no way of doing that. Client devices choose what AP they will associate to. The AP doesn't control that part

You can changed the data rates but that's global. You can disable the lower data rates on a given access point that only allows devices that can associate at 48mbps or 54mbps. If you want.

There is not a way to force the client to use a specific AP f.  As per the specs the client decides when and where to associate.  You could try disabling some of the lower data rates  as also mentioned by Scott or lowering the AP's tx power to reduce the coverage cell of each AP.  By doing this the client might not see the other AP as favorable.
