Access point 1552 not able to telnet and ssh

Guys we have 10 1552 outdoor access points tried to register under WLC

But in-order to change the autonomous a.p to light weight a.p tried to telnet the access point not able to telnet and ssh 

While trying to telnet session time out same using ssh

This is not a case with all access point some only 

By default telnet is enabled 

Can you please help me on this

What happens if you plug into their console port?

Console port is working am able to login 

Whether we have to do some configuration for telnet to be enabled.

Why not just convert it to light weight from the console port?

We are able to do the same after converting the same will be able to do telnet and ssh

We mounted this access point on pole un mounting is not that much easier
