I recently acquired an air-ap1532E-UXk9 but I do not know how to set it up. Also I don't know the IP address but I looked through the manual and couldn't figure it out.
I connected an Ethernet cable to the console port and my computer. How do I access the access point CLI though?

Firstly you will need to aquire a cisco console cable (Like this one at Amazon) and more than likely unless you have a serial port on your computer a USB to serial adaptor (like this one)ciThis will enable you to get to the CLI of the AP.
Depending on what software is on the AP it could require a Cisco Wireless Controller (WLC) to manage it, or if it has the Autonomous image on it. If you need it to be an autonomous AP due to not having a WLC you will normally require a support contract in order to download the software.
