We have an AIR-AP280 that can not be seen by Cisco 5520 Wireless Controller.

Ok, so the AP is connected to port Fa0/1? Post the complete output to the command "sh cdp n f0/1 det".

Another thing, the interface is "FastEthernet".  So I suspect the switch is either a plain 2960 or a plain 3560.  This means either model can only support up to 15.4w PoE.  This is not enough to power both radios of the AP.

I think this is the issue, it is only receiving 15.4w, it needs poe+ (30w).

I got 4 x 2800 which are running on 15.4w and it can join the WLC.  This is not the cause of the issue of the AP not joining the WLC.  Something else is missing from the information provided.
