We have an AIR-AP280 that can not be seen by Cisco 5520 Wireless Controller.

Like Leo pointed out the power output is not the problem why the AP is not joining the WLC.

Post the complete output to the command "sh cdp n F0/1 det". I want to know if the AP is getting a valid IP address or not.
