AIR-AP2802I-D-K9 not Join with the WLC

I have trying to join my new AIR-AP2802I-D-K9 with the same AIR-AP2802I-D-K9 WLC, but its shows the error massage "Discarding msg CAPWAP_WTP_EVENT_REQUEST(type 9) in CAPWAP state: Image Data(10)"

Is one of them running as Mobility Express or not?

we have configured AIR-AP2802I-D-K9 and added same access points in WLC .

configured SSID, interface and DHCP group, but ip not releasing.

what could be the issue
