Android clients are getting message, "The network you're trying to join has security issues."

I have recently setup two ISE nodes, and created a guest Hotspot portal, which is working. I know that google uses certain URLs to send a 404 message in order to detect portals. It seems that Android clients are receiving the message, "The network you're trying to join has security issues." And are given a link to, "Continue anyway via browser"

I have experienced this on my own android device. But, I have been to other sites recently, that forward my phone to their portal without triggering this message.

Do I have a problem with my cert? Or, how do I setup our Hotspot in a way that does not trigger this response from Android devices?

Thanks!

Bob
