I came across strange issue few days back.
I think we misconfigured DHCP snooping on switch and AP and IP phone connected to it stopped working.
I was able to see AP on CDP neighbor and see that it got itself 6.173.X.X assigned.
I accessed it via console and see not able to login using default cred.
I had to reset AP to get it going.
Is there any way AP can assign itself public IP ?

- An AP or any device , can assign itself any IP. Make sure that there is a correct configuration (make sure the AP uses DHCP) and or from the DHCP server's side , the AP get's assigned a correct IP address.

The AP is like any other network device there are really only 2 ways it gets an IP address:
Check that there isn't any reachable DHCP servers handing out the 6.173.x.x address. You could try connecting a PC to that port and seeing if it also gets a 6.173.x.x address via DHCP, it should then be able to tell you the DHCP servers IP address.
Other than those options the only other thing I could think of would be a bug of some kind.

It was a bug, we upgraded to 8.5.140.0 and we are good now.
