AP disassociated from controller

We are constantly getting two access points disassociating from the Wireless LAN controller.  They are 1142 APs at a remote site which is connected via VPN.  The acces points are staying up, but the CAPWAP is not.  It says that it is taking 27 seconds for CAPWAP and the CAPWAP uptime is directly related to when the AP disassociates from the WLAN controller.

Brief summary:

2 APs over VPN

CAPWAP timer directly related to disassociate and associate time

AP remains up

2 AP's over VPN should be in FlexConnect mode not local unless you have a lot of bandwidth. The RTT should be under 300 ms for FlexConnect also. Could also be that something is blocking the capwap traffic here and there.
